Like Major Mint, Captain Candy is a soldier from Parthenia. He probably worked at the palace at one point in his life, but is currently working alongside Mint to protect the remaining civilians from the Mouse King. The resemblance to Mint stops here.
The Captain is considerably friendlier than his superior officer; when Clara and the Nutcracker are looking for the Sugarplum Princess, he is the one who convinces Mint it's a good idea. He's also the only person in the Kingdom who actually has anything nice to say about Prince Eric (he was an old friend of his), and actually expresses concern about what happened to him.
Because Mint is the superior officer, he believes he is in charge and Candy puts up with that - most of the time. Unlike the Major, he doesn't let military rules run his life and often shows a bit of disrespect towards Mint (such as rolling his eyes and, at one point, shrugging off one of his orders). Sometimes, when it's necessary, he stands up to him. Yet in spite of Mint's shoddy treatment of him and borderline obsession with military rules, Candy doesn't think too badly of him; he helps him up when he falls over and damn near saves his life during their encounter with the rock giant.
